EXAMPLES OF CONTRACTS FOR PROFESSIONAL SERVICES

Transportation and Public Works Planning Support

US31 Environmental Impact Statement, Hamilton County, Indiana – Gibson & Associates was retained to assist Parsons Transportation Group with the completion of the environmental impact statement, with an emphasis on public involvement and relocation assessment. We researched and identified the economic stakeholders in the area. We then conducted and administered a survey of over 600 area businesses to determine potential impacts of the various highway improvement alternatives that were under consideration. The surveys were conducted by both telephone and mail. The survey results were tabulated and the findings were summarized and presented in the form of a detailed report for use by the project team.

Belmont North Relief Interceptor Design, Indianapolis, Indiana - Gibson & Associates has been retained by Shrewsberry & Associates, LLC to conduct a Socio-Economic Environmental (SEE) assessment as part of this public works sewer design project.  The assessment inlcudes alignment evaluations, development of a community profile, identification of potential impacts and recommendations to avoid, minimize, and/or mitigate impacts to the community.

Housing Development and Needs Assessment Projects

Hamilton County Board of Commissioners / Noblesville Housing Authority, Noblesville, Indiana - Gibson & Associates was retained to complete an update to the comprehensive housing needs assessment completed by Gibson and Associates for Hamilton County, Indiana in 2002. Findings from the assessment supported the County's Community Development Block Grant Consolidated Plan for the upcoming five year period. The needs assessment included a community profile, an analysis of housing costs burdens, a market conditions analysis, a housing conditions survey and the development of community housing strategies and an action plan.

Boone County Board of Commissioners, Lebanon, Indiana - Gibson & Associates was retained to complete a comprehensive housing needs assessment for Boone County, Indiana. The needs assessment included a community profile, an analysis of housing costs burdens, a market conditions analysis, and the development of community housing strategies and an action plan. The planning process included an opinion survey, a housing conditions survey, and focus groups. Results of the study were used to support the development of an affordable housing provider for the area - Boone County Neighborhood Housing Services.

Hamilton County Housing Task Force, Noblesville, Indiana – Gibson & Associates was retained to complete a comprehensive housing needs assessment for Hamilton County, Indiana. The needs assessment included a community profile, an analysis of housing costs burdens, a market conditions analysis, and the development of community housing strategies and an action plan. The planning process included an opinion survey, a housing conditions survey, and focus groups. Results of the study were used to support the development of an affordable housing provider for the area – the Affordable Housing Corporation of Hamilton County.

City of Richmond, Indiana – Gibson & Associates completed a comprehensive housing needs assessment for the City of Richmond. Tasks include the completion of a housing needs survey, a market conditions analysis, the coordination of strategic planning, and the development of a community action plan to address future needs.

DBE/MBE/WBE Participation Programs

Indianapolis Airport Authority DBE Program Development – Gibson & Associates was retained by the Indianapolis Airport Authority to assist with the development of a disadvantaged and small business program to maximize the participation of disadvantaged, minority and women-owned businesses in the new Midfield Terminal project. We conducted a capacity analysis, researched economic data, researched federal and state regulations and completed other associated tasks to set the foundation for the establishment of DBE/MBE/WBE program goals. We also served as the IAA’s liaison and managed all DBE/MBE/WBE outreach activities, including referrals, conducting and participating in public informational meetings, data collection and reporting.

Northern Kentucky Airport DBE Program Development – Gibson & Associates was retained by HMB Professional Engineers, Inc. to develop a DBE Plan for the Northern Kentucky Airport Feasibility and Site Selection Study. We were responsible for conducting the determination of goals for the DBE program according to 49 CFR part 26, drafting the DBE plan, submitting the proposed plan to HMB and the Atlanta FAA office, and tracking the approval process with the FAA office.
